Job Summary

The Facility Manager is responsible for the overall operational management of FCC’s physical assets, including building systems, infrastructure, safety, and maintenance. A key focus of this role is managing shophouse fitting-out works from contractor approval and guideline enforcement to inspection and handover. The Facility Manager ensures that all fit-out activities comply with FCC’s fitting-out guidelines, building codes, and safety standards, while maintaining the property’s value and operational continuity.

Key Responsibilities

  1. Facility Operations & Maintenance
  • Oversee the day-to-day operation, repair, and preventive maintenance of all building systems (HVAC, electrical, plumbing, fire protection, elevators, solar, generators).
  • Develop and implement maintenance schedules for critical equipment and common areas.
  • Respond promptly to emergency breakdowns (e.g., power failure, water leakage, lift entrapment).
  • Manage the maintenance team (supervisors, technicians) to ensure work orders are completed on time and to standard.
  1. Shophouse Fitting-Out Management
  • Act as the central authority for all shophouse fitting-out activities within FCC.
  • Review fit-out applications submitted by shophouse owners/tenants, ensuring completeness of drawings, material specifications, and contractor credentials.
  • Enforce FCC’s fitting-out guidelines (structural integrity, fire safety, electrical loading, waste disposal, noise control, working hours).
  • Conduct pre-fit-out inspections to document existing unit conditions.
  • Supervise and monitor fit-out contractors on-site to ensure compliance with approved plans and guidelines.
  • Issue stop-work orders or non-compliance notices when violations occur; escalate serious breaches to the Property General Manager.
  • Conduct post-fit-out inspections and issue completion certificates or punch lists for rectification.
  • Maintain detailed records of all fit-out applications, permits, inspection reports, and as-built drawings.
  1. Contractor Management
  • Evaluate, pre-qualify, and maintain a list of approved fit-out contractors based on past performance, safety record, and technical capability.
  • Coordinate with contractors regarding site access, staging material, utility shut offs, and waste removal.
  • Monitor contractor performance, adherence to schedules, and compliance with safety regulations.
  • Liaise with the Administrative Manager for procurement of facility-related services and materials as needed.
  1. Safety, Health & Environment (SHE)
  • Ensure all facility operations and fit-out activities comply with local safety, fire, and environmental regulations.
  • Conduct regular safety inspections of common areas, MEP rooms, and active fit-out sites.
  • Maintain fire safety equipment (extinguishers, alarms, sprinklers) and conduct periodic drills.
  • Investigate incidents (slips, trips, electrical shocks, fires) and implement corrective actions.
  • Provide safety inductions to fit-out contractors before work commences.
  1. Budget & Cost Control
  • Assist the Property General Manager in preparing the facilities and maintenance budget.
  • Track expenses for repairs, maintenance contracts, utilities, and fit-out supervision.
  • Identify cost-saving opportunities (energy efficiency, preventive maintenance).
  1. Documentation & Reporting
  • Maintain asset registers, maintenance logs, inspection reports, and fit-out files.
  • Prepare weekly and monthly reports for the Property General Manager (e.g., work order status, fit-out activity summary, safety incidents).
  • Keep updated records of all building permits, certificates of completion, and warranties.
  1. Stakeholder Coordination
  • Work closely with the Customer Service and Relationship team regarding owner/tenant service requests related to facility issues.
  • Coordinate with the Landscaping Manager on external areas affecting building infrastructure (drainage, boundary walls).
  • Liaise with local authorities (YESC, YCDC, fire department) for inspections and compliance.
  1. Support to Property General Manager
  • Provide technical advice on facility-related matters, capital improvements, and fit-out policy updates.
  • Handle special projects such as major repairs, system upgrades, or energy audits.

Qualifications

Education:

  • Bachelor’s degree in mechanical, Electrical, Civil Engineering, Facilities Management, or a related field.
  • Professional certification (e.g., IFMA, BIFM, PMP, or fire safety) is a plus.

Experience:

  • Minimum 5–7 years of experience in facility management, building operations, or property maintenance, with at least 2 years in a managerial role.
  • Proven experience managing fitting-out or renovation works in commercial, retail, or mixed-use properties.
  • Strong knowledge of building systems (MEP, fire safety, structural) and local construction codes.
  • Experience in contractor management, safety compliance, and budget tracking.

Skills & Competencies:

  • Strong leadership and team management skills.
  • Excellent problem-solving and decision-making abilities, especially under emergency conditions.
  • Knowledge of fit-out guidelines, building permits, and inspection processes.
  • Proficiency in MS Office (Excel, Word, PowerPoint) and facility management software (CMMS) is a plus.
  • Strong communication and negotiation skills for dealing with contractors, owners, and authorities.
  • High level of integrity, attention to detail, and ability to enforce rules diplomatically.
  • Ability to read and interpret architectural and MEP drawings.
